PRC Chinese students are proliferating in our local universities

Recently enrolled in a Master's program, realised all my batchmates are PRC Chinese students who could barely introduce themselves without stuttering at least 4-5 times whilst using mere basic English. Apart from being totally baffled by how they even managed to get themselves successfully admitted into the program, I find myself wondering how they are ever going to adequately fulfill all course requirements (projects, written essays etc) which are enacted in the English medium. What's in it for these folks and why do they seemingly set themselves up for, well, potential failure?

I am aware there are many brilliant Chinese scholars out there, still I can't help but ponder a pertinent question, that being in what conceivable manner might they be able to contribute productively to discussions when they can't hold proper conversations in English. Frustratingly, they also adamantly refuse to socialize with other Singaporeans (including Chinese Singaporeans), instead forming cliques amongst themselves. On the classroom front, more than a handful often appear to be oblivious to what's being disseminated lesson-wise. Are our local universities giving them a free pass just for the revenue? What the hell is really going on?
